About the data
Source: GWP outage notices as relayed by the WETbilisi project's district Telegram channels (t.me/WETbilisi), which poll gwp.ge every 15 minutes. Follow-up posts about the same incident (restoration time changes) are collapsed, and identical posts in several channels count once. Street and district geometry © OpenStreetMap contributors (ODbL). An "incident" is one GWP notice; a notice listing many streets counts once for each street and for each hex cell those streets pass through.
